About RO e-Transport

What is a UIT code?

The UIT code is the unique identification code of a transport, issued by ANAF's RO e-Transport system once you declare the transport. It has 16 digits, goes on the transport documents and is valid for 5 calendar days from the declared start date (15 days for intra-community acquisitions). Who must declare in RO e-Transport?

The beneficiary or importer for imports and intra-community acquisitions, the supplier or exporter for intra-community deliveries, exports and domestic transport, the warehouse keeper for goods in transit. The transport organizer is responsible for the vehicle and the GPS data. See who must declare.

Which goods fall under RO e-Transport?

High fiscal risk goods listed in OPANAF 802/2022 (vegetables and fruit, alcoholic beverages, salt and stone, clothing, footwear, iron and steel) for domestic transport and, according to the 2024 amendments, all goods for international transport. What are the thresholds?

A vehicle with a maximum authorised mass of at least 2.5 tonnes, carrying goods over 500 kg gross weight or worth more than 10,000 lei (roughly EUR 2,000) excluding VAT, for at least one consignment (Joint Order ANAF/AVR 1.337/1.268/2024, art. 1). Below both thresholds there is no obligation to declare.

How early can a UIT code be obtained?

At most 3 calendar days before the declared start date and in any case before the vehicle starts moving or reaches the border (GEO 41/2022, art. 11). Deadlines are explained in the validity and deadlines guide.

What is the fine for a missing UIT code?

According to GEO 41/2022 as amended in 2024, companies face a fine between 20,000 and 100,000 lei (roughly EUR 4,000 to 20,000) plus confiscation of the value of the undeclared goods. A fine can be appealed within 15 days at the local court. See fines and appeals.

Can a foreign company get a UIT code?

The declaration is made by the Romanian party that has the obligation (importer, supplier, warehouse keeper) or by a company registered with ANAF. A foreign carrier does not generate the code; it receives it from the declarant and must hand it to the driver. The options are in the foreign carriers guide.

Do I have to send GPS data?

Transmitting positioning data is the transport organizer's obligation, through the device in the vehicle, not the declarant's. UITDesk does not transmit GPS data and does not claim to. What the obligation involves is in the GPS guide.

About the UITDesk application

Does UITDesk generate UIT codes?

No. Only ANAF issues UIT codes. UITDesk prepares the declaration, validates it against the official ANAF rules before sending, submits it to RO e-Transport and tracks its status until "accepted". There is no simulator and no way to obtain fake codes. See the features.

Does a received UIT code mean the declaration is accepted?

No. ANAF issues the code at upload, before the substantive validation; a declaration can be rejected after you already have the code. UITDesk asks ANAF on its own, at 5, 20 and 60 seconds after sending and then at every opening, and shows rejections with their message. Checking remains, by law, the declarant's duty.

How is the application authorised with ANAF?

Through the "Authorise with ANAF" button on the company page: the ANAF page opens, you identify with your qualified digital certificate, and the application receives an OAuth token that it renews by itself. You need rights in the Virtual Private Space for that company. Steps in the authorisation guide.

Can I declare for several companies with one certificate?

Yes. From one account you can manage several companies with the same digital certificate, as long as you have SPV rights for each. You can give clients or colleagues access to their companies only, with roles, so they obtain their own codes. The Multi-company plan covers up to 6 companies.

Can I import declarations from Excel?

Yes. Download the template from the application (RO, EN or RO-EN), fill in the Transports, Goods and Documents sheets and upload the file. The application cleans values ("840 kg" becomes 840, the CN code keeps its leading zero), validates every row against ANAF rules and points to the exact cell with the problem. See Excel import.

Where is my data stored?

On servers in the European Union, at Hetzner in Falkenstein, Germany. ANAF tokens are encrypted in the database, the certificate password is never stored, backups run daily and are verified by restoring them. You are the data controller; we process it only as your processor, to make the application work.

What happens to my data if I leave?

You can export your records at any time: the Excel register, the UIT sheets, a copy of the database. After termination the account is deactivated and the data is deleted within 90 days, during which you can still ask for it. UIT codes already obtained remain valid with ANAF; their record is yours if you downloaded it.

How much does UITDesk cost?

The Start plan is EUR 18 per month, up to 45 UIT codes per month, two users. The Plus plan is EUR 30 per month, up to 100 UIT codes. The Multi-company plan is EUR 90 per month for 6 companies and 200 UIT codes in total. We can also obtain the UIT code for you, on request; the price is agreed after we discuss the volume and how the data is sent to us. Larger volumes get a quote. Prices exclude VAT. See pricing.

How does the free trial work?

14 days, free, no card, with one company and real UIT codes: create the account, add the company, authorise with ANAF using your digital certificate and send the first declaration, in about 5 minutes. At the end you choose a plan or leave with your data. Start at free trial.

How do I pay?

Choose the plan and fill in the company details on the order page. You receive a proforma invoice by email, pay it by bank transfer, and once the payment arrives we activate the account and issue the invoice. No card required. The subscription can be stopped at any time, effective at the end of the paid period.

What if I exceed the number of transports?

Nothing is blocked that day: declarations keep going out. We let you know and discuss moving to the next plan or a volume offer from the following month. We prefer a phone call to an unsent declaration.
