Correct UIT Declaration: Edit, Delete or Confirm a Transport

Correct UIT declaration rules in RO e-Transport: what you can change within 3 days, when a deletion is accepted, how confirmation works and when you need a new code.

You can correct a UIT declaration in RO e-Transport only while the vehicle has not started moving, and only inside the 3 calendar days that run up to the declared start date. The UIT code stays the same after a correction. Once the transport is under way, the only field you can still change is the vehicle. Deleting the declaration cancels the code and is meant for transports that will not take place. Confirming closes a completed transport; if you never confirm, ANAF treats the transport as confirmed when the code expires.

What can you change in a UIT declaration, and until when?

The rule splits the life of a declaration into four moments. What you are allowed to send depends on which one you are in, not on how serious the mistake is.

The declaration itself is submitted at most 3 calendar days before the declared start date, so the correction window is the same window, minus the time that has already passed. A declaration sent on Monday for a Thursday transport can be corrected until the truck moves on Thursday. One sent on Thursday morning for a Thursday departure may have an hour. How does a correction work at ANAF?

A correction is not a new declaration. You send the complete set of data again, against the same UIT code, marked as a correction. ANAF validates the whole declaration a second time, exactly as it did the first one: structure first, then the content rules.

Two things about the response surprise people who do it for the first time.

ANAF does not return a new code. The answer repeats the code you already have. If your process expects a fresh 16-digit number after every message, it will wait for something that never comes.

The response carries a warning. ANAF’s answer to a correction contains a text asking you to check the status of the transmitted XML, and stating that the UIT code is valid from the moment it appears as valid after the status call. The correction is accepted at upload, but the content validation runs afterwards, the same as for the original declaration. A correction that fails content validation is rejected, and the declaration stays as it was before.

When should you delete an e-Transport declaration?

Delete when the transport will not happen, or will happen so differently that the declaration no longer describes it. A cancelled order, a shipment postponed by two weeks, goods that were declared under the wrong company: all of these are deletions, not corrections.

A deletion is sent before departure, like a correction. In practice ANAF applies a permitted period to it. In one case handled through UITDesk, a deletion sent on the transport date, for a transport declared that same day, was rejected with a message naming a permitted period that had ended the day before. The safe reading is that the deletion must reach ANAF before the declared start date, not on it. This comes from a single ANAF response, not from a published rule, so send deletions as early as you can and read the answer.

The declaration is cancelled only when ANAF accepts the deletion. This matters more than it sounds. An application that marks the declaration as cancelled the moment you press the button will show you a dead code that is, in fact, alive at ANAF: if the truck then leaves with the goods and without a valid declaration, you will find out at a roadside check.

What does cancelling a UIT code actually mean?

There is no separate operation called cancelling a UIT code. The code is cancelled when its declaration is deleted, and it cannot be reused. Three other situations look like cancellation but are handled differently by the law.

Transport not completed in time. Under art. 3 para. 18 of Order 1.337/1.268/2024, a transport that is not completed within the validity of the code is invalidated and a new UIT code is obtained. You do not delete the old one; you declare again.

Goods that come back unreceived. Under art. 3 paras. 11 to 13, goods the recipient did not receive return on the initial UIT code. No new declaration, no deletion.

Goods received and then returned. Those form a new consignment, with a new UIT code, declared by whoever is the declarant for that new movement.

How do you confirm a transport in e-Transport?

Confirmation is the least urgent message in the cycle, because the law confirms for you if you stay silent. Two reasons to send it anyway. First, it gives you a dated proof that the goods arrived, written into ANAF’s system by you, not assumed by expiry. Second, it closes the record in your own evidence, so an open list of transports shows only what is genuinely still on the road.

Confirmation is sent after arrival and before the code expires: 5 calendar days from the declared start date for most operations, 15 for intra-community acquisitions and the operations named in art. 2 pt. 9 letters g) and j) of OUG 41/2022.

A worked example: one transport, four messages

A Romanian steel distributor sells 18 tonnes of rebar to a construction site 300 km away, domestic transport, departure Thursday.

  • Monday. The distributor declares the transport and receives the UIT code. Status checked: accepted.
  • Wednesday. The site reduces the order to 15 tonnes. The distributor sends a correction with the new weight and value. Same code; status checked again: accepted.
  • Thursday, 06:00. The truck leaves. From this moment, nothing but the vehicle can change.
  • Thursday, 11:00. The truck breaks down. The carrier sends a replacement, and the transport organizer sends the vehicle change notification with the new plate. Same code.
  • Thursday, 17:00. Goods delivered. The distributor sends the confirmation.

Had the site cancelled the order on Wednesday instead, the message would have been a deletion, sent that day, not on Thursday morning.

Where the standard advice fails

A received code is not an accepted declaration. ANAF issues the UIT code at upload, before the content rules run. Every message in this guide assumes the declaration was accepted; a correction or confirmation on a code whose declaration was later rejected goes nowhere. Check the status before you rely on the code, and before you build on it.

Corrections do not extend validity. The 5 or 15 days run from the declared start date in the original declaration. If the corrected start date moves beyond what the original allowed, treat it as a new transport.

ANAF keeps the answers for 60 days. Art. 6 of the Order gives you 60 days to retrieve the signed XML and the errors. After that, the only record of a correction or a deletion is the one you saved.

Errors reported against the correction are errors of the whole declaration. Because a correction resends everything, a value that was accepted the first time can be rejected the second time if a related field changed. Read the whole error list, not just the field you edited.

Frequently asked questions

Can I correct a UIT declaration after the truck has left?

No. Under Order 1.337/1.268/2024, art. 4, the data of a declaration can be modified only within the 3 calendar days before the declared start date and no later than the moment the vehicle is actually set in motion. After departure the only change ANAF still accepts is the vehicle, sent by the transport organizer. Any other error found on the road cannot be fixed on the same code.

Does a correction give me a new UIT code?

No. A correction keeps the original UIT code. ANAF receives the full set of corrected data against the same code and validates it again. The response repeats the code you already had, together with a warning that the code is valid only once the status check shows the declaration as valid. A second code would be issued only for a new declaration.

When is a deleted e-Transport declaration actually cancelled?

Only when ANAF accepts the deletion. Sending the deletion message is not enough: ANAF validates it and can reject it, for example when it arrives outside the permitted period. Until the acceptance comes back, the declaration and its UIT code are still live. Treat a deletion as pending until you have read the ANAF status for it.

What happens if I never confirm the transport?

Nothing bad. Order 1.337/1.268/2024, art. 5 says the transport is confirmed after completion, and if no confirmation is sent by the time the UIT code expires, the transport is considered confirmed. Confirmation closes your own record earlier and gives you a dated proof of completion, which is useful if a dispute comes up later.

The transport did not start within the UIT validity. What do I do?

You cannot extend a UIT code. Under art. 3 para. 18 of Order 1.337/1.268/2024, a transport that is not completed within the validity period is invalidated and a new UIT code must be obtained. Declare the transport again with the new start date, at most 3 calendar days before it, and give the driver the new code. The old code should not travel with the goods.

Can I cancel a UIT code and reuse it later?

No. A UIT code is tied to one declaration and one transport. Cancelling it means deleting the declaration, and a deleted declaration is closed for good. If the same goods travel later, you declare a new transport and receive a new code. The same applies to returns: goods that were received and are sent back form a new consignment with a new UIT code.

How long can I see the correction or deletion answers from ANAF?

ANAF keeps the responses to your messages, including the signed XML and any errors, for 60 days, under art. 6 of Order 1.337/1.268/2024. After that the evidence exists only where you saved it. Download the response for any correction, deletion or confirmation you may need to prove later, or use an application that stores every exchange with ANAF for you.
